WATCH: Bicyclist struck by hit-and-run driver

A bicyclist recorded video of a driver striking his friend on a Tennessee roadway and then fleeing the scene.

So the guy driving the Black SUV is pretty much an a-hole. We can all agree on that, right? Where we get confused is which rules apply to drivers versus which rules apply to bicyclists.
