If Phil sees his shadow, the U.S. is in store for six more weeks of winter; if Phil doesn't see his shadow, you can expect warmer temperatures and an early arrival of spring. Phil’s odds on whether he will see his shadow is 1-to-5 he will see his shadow (meaning six more weeks of winter) compared to 3-to-1 odds on not seeing his shadow, meaning an early spring.
